The process of the building project starts from the following factors, for an approximation that facilitates its full understanding:

Land Program Space Image Technology

The plot is the key that defines the buildings and its urban space. It is the one that determines the urban scale, its density and its uses. Inside this scale and its respective scheme, it start from the assimilation of the parting lines where the chosen land presents a minimum public facade and a courtyard that is five times bigger. In this context, the building is set as a unique body of net lines; pure, surrounded by an environment of residential scale liable to suffer modifications along time.

Within this approach, the challenge would be how to give an answer to a singular program : archives that keep cartographic documentation with high historical and referential value, combined with activities that promote the investigation and disclosure of said patrimony. It should all be resolved in an efficient way and with simplicity. From the user's point of view, we wish that the building can be walked through to obtain the necessary information in a concise way and traveled through as delimited as possible. The first and second basements are destined to the Department of Cartographic and Historic Investigation, where offices coexist with their corresponding archives, which are intimately related. The natural lighting of the offices is obtained from an English patio in the rear part and of two skylights directed to the main entrance. The Bicentenary Program and the office of the director of Geodesia are located n the mezzanine The Administrative Department functions In the two upper plants, with its offices and the corresponding archive. The ground level is constituted as the great articulator of the program. It does not only serve as binding of the different areas but also builds a permeable space compatible with the function; dynamic, multi functional, enriched by the continuity of visions that connect the urban, the space of the street, with the interior that is expanded in the outdoors garden terrace. The Multipurpose Room is positioned inside this environment in a central way and the location of reports, control, caution and general deposit areas complete their use. A stair of generous dimensions permits the clear access to all the levels where the access of the public is completely necessary and is naturally lit with a "flashlight" that sends zenithal light, producing an effect of "visual opening" while traveled through. The fixed points in each level: elevators, freight elevator and backstair and sanitary nuclei are placed laterally to optimize the rational use of all the plants and its necessary flexibility.
