Central Manpower Base (CMPB) reimagines one of Singapore’s most symbolic civic institutions as a human-centred, sustainable and transparent architecture of service. As the nation’s first touchpoint for every citizen entering National Service, CMPB holds profound emotional significance—a place where individual journeys meet collective identity. The project responds to this responsibility by redefining government architecture as a paradigm that is open, empathetic and environmentally attuned.
Envisioned as an open civic campus rather than an introverted military facility, CMPB transforms a traditionally bureaucratic process into an experience grounded in dignity and belonging. A network of courtyards, community spaces and daylit halls introduces permeability, clarity and life into the heart of a secure compound, softening the threshold between formality and openness. The development is organised into three ascending zones—Play, Live and Work—linked by a ceremonial stairway that establishes a clear civic axis across the site. This stairway sequence guides enlistees, families and staff through a calm, ordered environment that expresses symmetry, hierarchy and purpose.
This openness is matched by an equally integrated environmental strategy. Sustainability underpins every aspect of CMPB’s design, with passive strategies forming the foundation of reducing energy demand: Computational Fluid Dynamics (CFD) simulations informed the orientation and configuration of naturally ventilated zones, optimising airflow and thermal comfort. Drawing from Singapore’s modernist and tropical lineage, robust yet refined, disciplined yet porous. High-performance glazing and fully daylit atriums minimise reliance on artificial lighting, while elliptical concrete fins provide effective solar control without compromising openness. Together, these elements offer glimpses of activity within, creating a civic presence that is transparent yet dignified. Green roofs and landscaped areas further reduce heat gain, mitigate the urban heat island effect and create comfortable microclimates for users.
Active systems further enhance the building’s performance and resilience. A high-efficiency air-conditioning plant, passive displacement ventilation and smart lighting controls contribute to 47% overall energy savings, reducing carbon emissions by approximately 3,000 tonnes annually. On-site renewable energy generation through combining rooftop photovoltaic panels and canopy-integrated Building Integrated PV (BIPV) systems produces approximately 1,158MWh of energy each year, offsetting about 11% of CMPB’s annual energy consumption. These integrated strategies have earned CMPB the Green Mark Platinum – Super Low Energy certification by Singapore’s Building and Construction Authority, reflecting its long-term operational sustainability.
The project’s environmental ambition extends beyond operational performance to material circularity and memory of place. Timber salvaged from mature Khaya trees originally located on site was carefully assessed, treated and repurposed into modular benches and interior feature walls. Smaller offcuts were reassembled into timber mosaics, minimising waste while embedding the site’s natural legacy into the architecture. These elements soften the concrete-dominated palette and reduce embodied carbon by eliminating the need for newly sourced timber.
More than a building, CMPB stands as a model of sustainable civic architecture, one that integrates environmental responsibility, social meaning and design excellence. It demonstrates how architecture can honour place, conserve resources and elevate public experience, setting a benchmark for resilient and humane government buildings of the future.
