New Tashkent City master plan aims to begin a new phase in the development of Tashkent by implementing wide-ranging strategies. New Tashkent City is the vision for the future of Tashkent that scrutinizes critical aspects of master planning in setting out the country's long-term development goals and including provisions for improving infrastructure, promoting economic development, enhancing community, enriching ecosystem services, and increasing the habitability profile of the city.

The project takes into account the principles of sustainable development, which means balancing the economic, social, and environmental aspects of development. It considers factors such as energy efficiency, public transport and services, green spaces, ecological corridors, the preservation of the city's architectural heritage, new controlled expansion areas, and affordable housing, to ensure that the development is both economically viable and environmentally responsible. The New Tashkent City intends to create a green and accessible city for all with a mix of activities under the concept of functional diversity.

The plan establishes design guidelines that promote a human-scale, pedestrian-friendly environment for mid-rise mixed-use buildings while ensuring that high-rise residential and commercial towers are designed to minimize their impact on the surrounding streetscape and urban fabric. The plan also includes rejuvenating small centers as a dispersed network of tourist, agricultural, residential, and productive hubs interconnected with one another and the urban area. In this way, the plan seeks to alleviate the congestion in the already established city by improving the less populated suburban areas and satellite centers with distinctive potential.
