The challenge was how to integrate 11.000m² of program into a limited urban plot, simultaneously respecting the existing buildings as well as the city’s morphology. The new building was designed following these principles: the volume was sliced and shifted to reduce mass impact; its heights and openings related to the existing city hall. An interior garden articulates both old and new buildings through a new hallway.
