RRP was appointed in 1990 to design a flagship building adjacent to the restored Albert Dock as well as a masterplan for the entire King’s Dock. Although close to the city centre, the site typifies the general decay of Liverpool’s docklands. The plan proposes a mix of uses, with a high degree of public access along the dock edges and the River Mersey and an emphasis on leisure and tourist activities. Buildings are disposed within a regular grid, with tree-lined avenues softening the harsh dockland character and providing attractive pedestrianised routes. An arena site was earmarked as part of the Manchester Olympics 2000 bid.
