The renovated Lexington City Center repurposes the old Windstream building at North State Street and West Second Street into an open, accessible civic hub. Designed as a modern customer service center, it enables residents to easily access a range of city utility services in a single, centralized location.

Sustainability and long-term resilience guided the design approach. By preserving the existing concrete frame, the project reduces embodied carbon while maintaining the structure’s urban presence. Exterior improvements enhance energy performance and occupant comfort, while carefully scaled street-level additions strengthen the pedestrian experience and integrate the building with surrounding downtown storefronts. A new entry canopy extends the building outward, creating a clear civic gesture that signals openness and welcomes visitors.

At the core of the project is a design strategy focused on clarity, daylight, and connection. Interior spaces are opened to maximize natural light and improve visual connectivity throughout the building, creating a bright and inviting atmosphere that replaces the feel of a traditional municipal office with a more approachable civic experience. 

Flexibility and community engagement are central to the building’s transformation. Adaptable spaces throughout the facility support teamwork, collaboration, and public gatherings, allowing the center to function as both a workplace for city staff and a destination for civic activity. 

Designed for adaptability and lasting value, Lexington City Center demonstrates how thoughtful adaptive reuse can revitalize an existing structure while strengthening connections between city services and the community. The project replaces barriers with accessibility, transforming a former office building into a vibrant, transparent destination that supports civic engagement and everyday public life.
