The main challenge was to achieve the standard, under the Bilbao weather parameters, but with the usual economic ratios for social housings of the Basque Government. This meant a very tight budget, and also a lack of specific products for the construction. After 6 years, there are in the Spanish market many construction products, for Passivhaus buildings, but back in the day no. This made the architects, engineers and builder, to think and design together many of the details to improve the efficiency, with the stated low budget.
