A new climate-conscious town hall has been completed in the German city of Zell. Designed by wittfoht architekten, Rathaus Zell is organized around a U-shaped plan that frames a semi-enclosed courtyard that opens toward the city square: a welcoming civic space that achieves the municipality's vision of the town hall as an "open house."
Context
The new rathaus is situated between Schlossstrasse and the Moselle River, where it acts as a transition between the historic town centre of Zell and a landscape shaped by the water and its varying levels. The design references local vernacular while embodying modernity in form: it incorporates pitched roofs, carefully proportioned facades and materials found commonly throughout the region.
Environmental considerations
Because the new municipal building is located in the floodplain of the Moselle River, the design was predicated by usage restrictions and includes a range of strategies to avoid damage in case of high water levels. All occupied floors are elevated above flood levels, with those below serving solely as a parking lot. In case of flooding, this reinforced concrete area can be completely filled with water without incurring damage to the building itself.
Program
Inside, public functions are organised around a central entrance foyer which provides intuitive orientation throughout the building. Administrative departments have been arranged to improve operational efficiency while maintaining simple and accessible interfaces for public services. Natural daylight, generous circulation spaces and adaptable office layouts help create comfortable spaces for the city administration and the community it serves.
Construction and materials
The design speaks to the longevity of both site and surroundings, while acknowledging the realities of a changing climate. The design features a solid-frame structure constructed from reinforced concrete slabs and insulated bricks, which together create a durable and substantial building with a highly insulated envelope. This design reduces operational heating demand while eliminating the need for complex cavity wall systems.
Sustainable systems
The building has been completed with pitched roofs clad with building-integrated photovoltaic (BIPV) roof shingles rather than conventional rooftop panels, allowing renewable energy generation to be seamlessly incorporated into the architectural expression. According to the architects, this photovoltaic system is capable of supplying approximately 70% of the building's annual energy demand, significantly reducing reliance on external energy sources while maintaining the appearance of a traditional Moselle roofscape.
