THE SITE The project is a proposal for a city hall building in Kadirli, which is a small town in Çukurova region of Turkey. The region was only an agricultural city up to recent years. The fast urbanization made it compulsory to build a city hall to serve increasing needs of the citizens. The most interesting was the fact that there were no modern governmental building built after 80s. So, the proposed design would be the start point of the transformation of the town.

Being rational with the scope of the competition, the site is the most exciting land of the city. It is the junction point of Adana-Osmaniye road and the Savrun River flowing through agricultural lands. One of the branches of the river also defines another border for the site.

THE PROGRAM Program of the competition is composed of city hall offices , 2 multipurpose event hall (one is small), a kindergarden and a library linked to the event halls.

SETTLEMENT The building is located with reference to two axis mentioned so as to define a square which is separated from the river by a public park. That public park surround the city hall building and acts as a link between the building spaces and the river shore. The square and the park areas link the two part of the city, one of which is the northern part reached by a bridge. The other part of the city is over the Savrun river from where the total impact of the design is felt behind the city square.

LAND USE The design devides ground level into two parts for rescaling the public voids as the main city square seen from both along the road and along the shores of the river, and a small scale public park in relation with the northeast part of the city.

MASS ORGANIZATION The city hall building is composed of public service spaces, forum hall, administration offices and conference centre. The public service space is designed as a transparent box realized from surrounding environment even if from the cross-side of the river. That box also act as a room with being at the centre of the public park which also housing the city square. The forum hall is attached to the transparent box and the administration mass covers these two with leaving a terrace garden on forum box and the conference centre is linked to these as a defining element near the boulevard.
