The client, had provided the architect with a set of planning principles as the basis for the design. These include:
•A modern, but humane character should integrate the look and feel of the entire development. •Different areas and land uses should have distinct feel yet be integrated harmoniously. •Public space to be well located and varied in scale and character with streets, squares and parks distributed well. •The existing landform of the site to be used to good advantage. •Balanced scale of development where the high rise and larger structures are given more space around them. •Sun, shade and shadow of buildings to be considered in sitting buildings. •Site and building services well distributed and integrated into the landscape
