Architecture for the citizens Building a city hall is a chance to tell the citizens how does the local government think about its relation with citizens and how it is going to build the local community. If a city hall is going to be there for 100 years, then it is necessary to think about the citizens of 100 years later. In other words, it is not built for a government; it is there for the sake of the citizens. Naturally a building does not become architecture for the citizens only by dissolving the technical problems and giving the best financial idea. This city hall consists of three elements; Forum, Hill Park, and two Towers. We proposed a large space on the first floor called the ‘”forum”. It is a flexible space where most of the public service counters for citizens are concentrated. The forum is covered with the “hill park”, which has a gentle undulating topography, is a place for citizens’ daily life as well as a place for various events. By connecting the hill to the ground in two points, a three-dimensional surface is made, acting like a shell structurally. “Towers” are located above the hill park. The maximum span of the tower is 21.5m, making the interior a flexible space for government offices and assembly functions. Pre-cast Concrete is used for the slab and outer skin structure. PC is a high-performance material, while it is earthquake resistant and suits the speedy constructions. The pillars and beams of the outer skin become thinner on the upper parts of the tower, helping the PC look light and soft. Aluminum louvers are set in the high-accurate PC. Using louvers is not only for adjusting the sunlight comes into the room, it acts like a thermos flask when it is closed at night, in order to control heating energy loss. These three elements with different functions, forms and structures become united via the finishing material. The hill park connects to the towers with a gentle slope, called “skirt”. The lawn that covers the hill park surface changes its expression to brick tile, getting close to the towers. (Riken Yamamoto)
