The building complex was designed for a new district in the new town of Leidsche Rijn Utrecht, The Netherlands for the City of Utrecht. It facilitates several environmental municipal services for city cleaning and contains offices, workshops, salt-storage and a restaurant. The divers brief for the building was conceptualized in one gesture as an enclosed walled composition of building fragments. The use of concrete as an expression of this idea is prominently used. Daylight enters deep into the building through glazed shed on the roof.
Reduced energy consumption was achieved with teh use of heat pumps, floorheating, PV panels and a wind turbine in a tower.
