A Waterfront Masterplan Rooted in Context
Located within the existing Dili Marina, the project presented unique design challenges, including the integration of existing marina infrastructure, coastal conditions, and the creation of a new public waterfront experience.

INSADA’s masterplan transforms these challenges into opportunities by establishing a strong connection between architecture, landscape, and the surrounding urban environment. Spanning approximately 110,260 square meters, the development is strategically positioned to capture panoramic views of the ocean while creating an active and accessible public realm.

The ICC complex incorporates a range of facilities, including an international convention hall, flexible meeting spaces, retail areas, food and beverage outlets, a 4,200-square-meter aquarium showcasing Timor-Leste’s marine biodiversity, and an entertainment center featuring a landmark Ferris wheel.

Architectural Design Inspired by Land and Sea
The architectural concept explores the relationship between Timor-Leste’s cultural identity and its maritime environment.

The building’s overall massing creates a strong presence along the Dili skyline through a clean and contemporary geometric form. At a closer scale, the façade reveals a sophisticated triangulated pattern that creates a dynamic surface inspired by the movement of ocean waves.

A key architectural element is the floating roof structure, which references the geometric silhouettes of traditional Timorese boats. Beyond creating a distinctive visual identity, the roof provides solar protection and reinforces the building’s connection to the coastal setting.

Climate Responsive and Sustainable Design Approach
Responding to Timor-Leste’s tropical climate, the ICC incorporates passive design strategies and environmentally responsive solutions within its architectural envelope.

The building features a double facade system designed to reduce solar heat gain while allowing controlled natural daylight to illuminate interior spaces. This approach improves thermal performance, enhances occupant comfort, and reduces reliance on mechanical cooling systems.

By integrating sustainable strategies from the early stages of design, the project demonstrates how contemporary civic architecture can respond effectively to local climate conditions.

Creating a New Public Destination for Dili
Beyond the convention facilities, the masterplan focuses on enhancing urban connectivity and creating a vibrant public waterfront destination.

The revitalized pier area functions as a pedestrian gateway, featuring expressive paving patterns and a wood-and-glass canopy that guides visitors toward immigration facilities. This pedestrian network continues into a ground-level promenade activated by retail spaces, restaurants, and outdoor gathering areas.

The landscape design also establishes a visual connection toward the historic Palácio do Governo, linking Dili’s cultural heritage with its future development.

Architecture as a Catalyst for Regional Growth

The Timor-Leste International Convention Center is envisioned as more than a venue for international gatherings—it is a catalyst for economic development, tourism, and regional connectivity.

Through an integrated approach combining masterplanning, architecture, interior design, and sustainable strategies, INSADA aims to create a civic landmark that reflects Timor-Leste’s aspirations as an emerging member of ASEAN and a growing destination in the Asia-Pacific region.
