A winning entry from an international competition, the design redefines public housing, showing that high density living can be liveable. It initiates an innovative typology of public communal spaces metaphorically reclaimed from the air. Social, political and cultural issues are addressed with simplicity and clarity.

The challenge was to design housing at an unprecedented height and density that had to be beautiful and open, yet efficient. Extensive research helped to develop the simplest and most elegant approach. The final design addressed both aesthetics and the pragmatic, creating a new form of urbanism.
