Neoline Residential Complex

NEOLINE

The development site is located on a planned street connecting Baitursynov Street and Honoré de Balzac Street through a residential district.
Within a 15–20 minute walking radius are several of the city’s key landmarks: the Botanical Garden, the Yesentai River, Kazakh State Circus, Drama Theatre, Central Stadium, Satbayev Kazakh National Technical University, Republic Square, and the City Hall.
The area is also surrounded by parks, green spaces, numerous educational institutions, and kindergartens.

Composition. The site has a natural elevation difference of about 25 metres, and the district is built as a multi-level structure that follows it. Taller buildings face Bukhar Zhyrau Boulevard, and the development opens up along the line of sight as the ground rises. Buildings turned at an angle to the street break up the usual continuous frontage and create pockets of small, shaded green spaces next to ground-floor shops and cafés. Building heights range from one to sixteen storeys.

An active street. The project proposes a lively residential street lined with public uses and two main centres of attraction. The first brings together a hotel, a business centre and a shopping centre, linked by a pedestrian platform so that people do not have to cross the road. The second combines a hotel, an office building and retail in a single pedestrian and recreational space. Along the street, ground floors house shops, cafés and everyday services such as pharmacies and a post office.

Green framework. A single green system connects the street, squares, residential courtyards and parking areas. Because the street runs north to south, planting is used to shade not only the pavements but the whole pedestrian route, protecting people from sun, wind and dust. A cycle lane and landscaped pedestrian platforms run the length of the street.

Courtyards and parking. Residential courtyards are raised on platforms that follow the terrain and are kept free of cars, with access only for fire vehicles. Playgrounds for the kindergartens and children’s centres built into the residential buildings sit outside the courtyards. Cars are parked in one- and two-level underground garages, separate for each residential block and for the hotel and business complexes, with about 2,000 spaces in total.

In total, the district includes 44 residential sections with about 1,350 apartments for some 3,300 residents, as well as around 60,000 m² of public buildings, including hotels, shopping and business centres. The project received the Platinum award at the Design Skill Awards 2025 in the Best Urban Design & Master Planning category.
